Two Countywide Renewal Levies Will Appear on Warren County Ballots Nov. 3

WARREN COUNTY, OH — Warren County voters will decide two countywide property tax renewal levies on the Nov. 3 general election ballot, including funding for mental health services and senior citizen services.

Both proposals are renewals, meaning voters are being asked whether to continue existing property tax levies rather than approve entirely new taxes.

Issue 06: Mental Health Recovery Board levy

Issue 06 is a renewal levy for the Mental Health Recovery Board Serving Warren and Clinton Counties.

The proposal would renew a tax of up to 1 mill for five years for the board’s current expenses. According to the ballot language, the Warren County auditor estimates the levy would collect $7,677,198 annually.

The estimated cost is $16 per year for each $100,000 of the county auditor’s market value. The levy would begin in 2027, with the first collection due in calendar year 2028.

A majority affirmative vote is required for passage.

  • A FOR THE TAX LEVY vote supports renewing the levy.
  • An AGAINST THE TAX LEVY vote opposes the renewal.

Issue 07: Warren County senior services levy

Issue 07 is a renewal levy for Warren County senior citizen services.

The proposal would renew a tax of up to 1.21 mills for five years for the purpose of providing or maintaining senior citizen services. According to the ballot language, the county auditor estimates the levy would collect $9,016,446 annually. The estimated cost is $22 per year for each $100,000 of the county auditor’s market value.

The levy would begin in 2026, with the first collection due in calendar year 2027.

A majority affirmative vote is also required for passage.

  • A FOR THE TAX LEVY vote supports renewing the senior services levy.
  • An AGAINST THE TAX LEVY vote opposes the renewal.

Together, the two measures ask voters whether to continue countywide funding streams for mental health-related services and programs for senior citizens for another five years.

For a homeowner with a county auditor market value of $100,000, the two levies together represent an estimated $38 per year if both are renewed. For a property valued at $200,000, that would be about $76 per year.

Because both measures are renewals, the central question for voters is whether to continue the existing levies at the stated rates for another five-year period.
