FRANKLIN, OH -- in 1983, the residents of the City of Franklin voted in the City’s First Charter, making the city a charter municipality on January 1, 1984. This May, the City of Franklin is asking its residents to vote on six different changes to its charter.
Shall sections 3.01, 8.04, and 10.01 of the City of Franklin Charter be amended to eliminate outdated and unnecessary text.
sections 3.01. A majority affirmative vote is necessary for passage. If passed, words that have lines running through them will be removed.
Sections 8.04. A majority affirmative vote is necessary for passage. If passed words that have lines running through them will be removed
Section 10.01. Words that have lines running through them will be removed if a majority affirmative vote happens for passage.Shall Section 3.03 of the City of Franklin Charter be amended to allow City Council to select a Council Chairperson and Vice-Chariperson for the next calendar year prior to the first Council meeting of that year if Council is composed of the same individual members from one year to he next?
Section 3.03. A majority affirmative vote is necessary for passage. If it passes, then part (K) of section 3.03 will add all the wording that is underlined into the charter.Shall Sections 3.11 of the City of Franklin Charter be amended to allow City Council to hold 3 regular meetings per quarter of the calendar year (instead of requiring Council to hold 1 regular meeting per month during the calendar year)?
A majority affirmative vote is necessary for passage.
Shall Section 5.05 of the City of Franklin Charter be amended t eliminate local restriction on the City Manager's contracting authority (and instead allow the City Manager's contracting authority to be consistent with Ohio Revised Code restrictions and requirements)?
A majority affirmative vote is necessary for passage.
Shall Section 7.03 of the City of Franklin Charter be amended to eliminate specific Parks and Recreation Commission powers in the Charter (Parks and Recreation Commission powers would then only be set forth in the City's Codified Ordinances)?
A majority affirmative vote is necessary for passage of the Powers and Duties to be changed. Words that are crossed out would be eliminated while words underlined would be added.Shall section 8.02 of the City of Franklin Charter be amended to add the flollowing City employee positions to the unclassified civil service: (i) assistants to department heads and division heads; (ii) water and sewer operators; (iii) the zoning official; (iv) the building code official; and (v) Division of Building and Zoning personnel.
