Franklin City Officials Giving The Okay By Voters To Amend 5 of the 6 Amendments

FRANKLIN, OH -- The majority of Franklin residents who came out to vote yesterday, gave its city thumbs up to amend the city's charter. City officials can now amend Sections 3.01, 8.04, and 10.01 of the City of Franklin Charter to eliminate outdated and unnecessary text. 

Voters also gave permission to these amendments to its charter:

  • City Council can now select a Council Chairperson and Vice-Chairperson for the next calendar year prior to the first Council meeting of that year if Council is composed of the same individual
    members from one year to the next.
  • The City of Franklin Charter be amended to allow City Council to hold 3 regular meetings per quarter of the calendar year (instead of requiring Council to hold 1 regular meeting per month during the calendar year).
  • The City of Franklin Charter be amended to eliminate local restrictions on the City Manager's contracting authority and instead allow the City Manager's contracting authority to be consistent with Ohio Revised Code restrictions and requirements.
  • The City of Franklin Charter will be amended to add the following City employee positions to the unclassified civil service: 
    • (i) assistants to department heads and division heads; 
    • (ii) water and sewer operators; 
    • (iii) the zoning official; 
    • (iv) the building code official; and 
    • (v) Division of Building and Zoning personnel.

The Amendment that did NOT pass ...

  • The City of Franklin wanted to change its Charter to eliminate specific Parks and Recreation Commission powers in its Charter and give The Parks and Recreation Commission powers to be set forth in the City's Codified Ordinances.
