Mental Health Recovery Board Approves Renewal Levy for November 2026 Ballot

The Board of Directors of the Mental Health Recovery Board Serving Warren and Clinton Counties (MHRB) has approved placing a 1-mill renewal levy on the November 3, 2026 ballot.

The levy is a renewal of an existing property tax that supports local mental health and addiction services throughout Warren and Clinton counties. Because it is a renewal, the levy would not increase the current tax rate paid by property owners.

If approved by voters, the levy would continue for five years beginning in tax year 2027, with collections first due in calendar year 2028. The levy would provide funding for the Board's current expenses, including community-based mental health and substance use prevention, treatment, recovery support, crisis intervention, and other behavioral health services.

According to certification from the Warren County Auditor, the 1-mill levy is expected to generate approximately $7.7 million annually to support behavioral health services across the two-county district. The estimated cost to property owners is approximately $16 annually for every $100,000 of county auditor market value.

"The Mental Health Recovery Board is committed to ensuring residents have access to high-quality mental health and addiction services when and where they need them," said Amy Fornshell, MHRB executive director. "This renewal levy would allow us to continue investing in programs and services that strengthen the health and well-being of individuals, families, and communities throughout Warren and Clinton counties."

Funding generated by the levy supports a network of contracted providers and community partners that deliver prevention, treatment, recovery, housing, crisis, and support services for children, adults, and families.

The Board's action follows a May 13 resolution declaring the necessity of the levy renewal and certification by the county auditor regarding the projected revenue and estimated cost. The levy question will now be submitted to voters during the November 3, 2026 general election.
